Current grants and industrial heat-decarbonisation support

How to verify whether Spanish support is open, applicable and compatible with a proposed project.

Funding changes faster than engineering guidance. As reviewed on this page's date, MITECO has announced and developed mechanisms for industrial heat decarbonisation and innovative renewable thermal projects. An announcement or closed consultation is not an open application window.

Read the call, not the headline

Confirm opening and closing dates, minimum project size, eligible technologies, regional rules, state-aid treatment, procurement obligations and completion deadlines. Do not include support in a base-case return until eligibility is evidenced.

Preserve the unfunded case

A project model should show technical performance and economics before subsidy, then present support as a separate scenario. This makes later funding changes manageable.

Create a funding status record

For each possible mechanism, record the responsible administration, legal instrument, publication date, opening and closing dates, beneficiary rules and current status. Keep announcements, consultations, regulatory bases, open calls and awards in separate columns. They are not interchangeable evidence of available support.

Use the official national or regional publication as the controlling source. A summary from a consultant or trade body can help identify a programme, but application decisions should follow the published call and its subsequent corrections.

Test eligibility against the project boundary

Check technology scope, minimum investment, eligible costs, incentive effect, procurement timing, state-aid limits, regional location and completion deadline. Expenditure committed before the permitted date may be ineligible even where the equipment itself qualifies.

The application boundary may exclude grid reinforcement, production modifications or backup plant that remain essential to delivery. Reconcile the eligible-cost schedule with the complete installed-cost estimate so the unfunded portion is visible.

Keep grants and CAE value separate

A grant and Spain's Energy Savings Certificate system use different rules and evidence. Confirm whether support can be combined, whether the same saving is being counted twice and which party owns any certificate value before adding both to the investment case.

Present the project first without support, then show each confirmed mechanism as a separate scenario. This prevents a delayed call, reduced award or failed application from changing the underlying technical conclusion.
